Owen Kirby is a Senior Regional Advisor at the International Republican Institute (IRI) and launched the Institute's first Afghanistan country program in 2002. He recently served as the director of the Office of Transition Initiatives (OTI) at the U.S. Agency for International Development (USAID) and previously with the U.S. Department of State in Kandahar Province, 2009-2010.
